The Florida Highway Patrol charged a man, one year after a fatal DUI crash in Lantana.

Investigators arrested 57-year-old Mark Hirst of Boynton Beach on a charge of DUI causing death to a human or unborn child.

The crash happened just after 1 a.m. on Oct. 6, 2017.

The FHP said Hirst hit and killed David J. Bartolino as he walked across Ocean Avenue. According to the report, Bartolino was wearing an orange reflective vest and was sent more than 250 feet after being hit by Hirst's car. A witness told police Hirst said at the scene, "he just walked out in front of me."

The first officers on scene told the FHP Hirst showed obvious signs of impairment, the report said. Blood test results taken from Hirst at JFK Medical Center came back at 0.094 and 0.092, slight above the legal limit in Florida of .08.

Crash investigators determined Hirst was driving about 59 miles per hour in a 30 mile per hour speed zone, according to the FHP report.
